Pearl’s ladder separates association, intervention, and counterfactuals: higher-rung questions require causal information that lower-rung observational patterns do not contain by themselves.
1The problem it solves
The ladder is a compact diagnostic for overclaiming. Rung one asks what is associated with what; rung two asks what happens if we do X; rung three asks what would have happened to this unit had X been different. Moving upward changes the question, not merely the statistical sophistication of the answer.
2The idea
Three rungs: association (seeing), intervention (doing), and counterfactuals (imagining what would have been). Questions on a higher rung cannot be answered with data from a lower one.
3Origin & context
Judea Pearl popularized the “ladder of causation” in his structural-causal framework and later expositions. It maps seeing, doing, and imagining to increasingly demanding causal queries, highlighting the role of interventions and counterfactual models.
4Canonical example
Correlation tells you what accompanies what. Only intervention tells you what happens if you change it.
5Objections & replies
Objection. Experiments directly answer rung-two questions, so the ladder overstates the conceptual gap.
Reply. Experiments supply intervention data, which is exactly why they reach rung two. They still need assumptions for noncompliance, interference, generalization, and many rung-three individual counterfactuals.
Objection. Machine learning can predict interventions from enough data without explicit causal models.
Reply. Prediction from observational distributions cannot generally identify how those distributions change under intervention when causal structures differ but observational fit is identical. Extra structure or experimental variation is needed.
6Don't confuse it with
Association vs. causation
Association describes statistical dependence; intervention asks how the outcome distribution changes when X is actively set.
Intervention vs. counterfactual
Intervention concerns populations or distributions under do(X); counterfactuals often ask unit-specific “what would have happened instead?” questions conditioning on what actually occurred.
7Common mistakes
- Answering a rung-two policy question with a rung-one predictive model and causal language.
- Assuming a more flexible algorithm moves you up the ladder without new identifying information.
8In your work
Diagnoses most bad policy inference in a single move: the claim sits on rung two or three, and the data sits on rung one.
9Check yourself
“People who receive the program do better” is rung one. What change turns the question into rung two?
Show answer
Ask what outcomes would occur if eligible people were assigned or caused to receive the program—the intervention question, not merely the observed association among recipients.
